Business Analyst

Please note: This role is contingent upon a contract award. While it is not an immediate opening, we are actively conducting interviews and extending offers in anticipation of the award.

The Work:

ICF seeks a Business Analyst to support a federal data analytics and reporting program. This effort focuses on advancing enterprise data capabilities, including data lakes, analytics platforms, and business intelligence solutions that support mission-critical operations.

The Business Analyst will work within Agile teams to translate stakeholder needs into actionable requirements supporting data engineering, analytics, and reporting solutions. This role requires close collaboration with technical teams and business stakeholders to deliver insights that drive operational and strategic decision-making.

Job Location:

Onsite in Reston, VA (with potential for limited remote flexibility based on program needs)

What You Will Do:

  • Engage with federal stakeholders to understand business processes, data needs, and reporting requirements.
  • Translate business needs into clear, actionable user stories, acceptance criteria, workflows, and data requirements.
  • Support the development of dashboards, reports, and analytics solutions by collaborating with data engineers, developers, and analysts.
  • Participate in Agile ceremonies (e.g., sprint planning, backlog grooming, demos, retrospectives) and help manage and refine the product backlog.
  • Document business processes, system requirements, and data flows using tools such as Jira and Confluence.
  • Assist in validating data quality, reporting outputs, and analytics results to ensure accuracy and alignment with business expectations.
  • Support user enablement activities, including development of training materials, job aids, and user documentation.
  • Facilitate communication between stakeholders and technical teams to ensure alignment and clarity on requirements and deliverables.
  • Identify data issues, anomalies, and process gaps, and recommend improvements to enhance data quality and usability.
  • Support program reporting, documentation, and deliverables aligned with federal and Agile best practices.


What You Will Bring With You:
  • U.S. Citizenship required due to federal contract requirements
  • Ability to obtain and maintain a Public Trust clearance
  • Candidate must reside in the U.S., be authorized to work in the U.S., and all work must be performed in the U.S.
  • Candidate must have lived in the U.S. for three (3) full years out of the last five (5) years
  • 3+ years of experience as a Business Analyst supporting IT, data, or analytics projects


What We Would Like You To Bring With You:
  • Current or recent Public Trust clearance
  • Experience supporting federal government clients, particularly DHS or similar agencies
  • 2+ years experience working in Agile environments using tools such as Jira and Confluence
  • 2+ years experience gathering and documenting business and data requirements
  • Strong proficiency with Microsoft Office Suite (Excel, PowerPoint, Word)
  • 2+ years experience creating documentation such as user stories, process flows, and requirements artifacts
  • Familiarity with data analytics platforms such as Tableau or similar BI tools
  • Understanding of data lakes, ETL processes, and data governance concepts
  • Experience working with large-scale data environments or enterprise reporting systems
  • Exposure to cloud environments (AWS preferred)
  • Experience supporting user training, workshops, or stakeholder engagement
  • Familiarity with data quality, data validation, and analytics use cases

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is :
$73,770.00 - $125,408.00
